I also tried many third party apps that claim they can selectively restore WhatsApp data from an iCloud backup, such as Dr.Fone, MobileTrans, Syncios, Tenorshare iPhone Data Recovery, iMobie Phone Rescue and a few more. and then, at some random point, it would go back up to 68GB, with no errors or warnings. I left the page open for a few minutes and noticed that the counter would progressively go down to 42GB, 41GB, 40GB. I became a little worried, went to Settings > Apple ID > iCloud > iCloud Backup and noticed a counter that said "Restoring app data (43 GB remaining)". I went back home, set up the new phone, connected to my WiFi network (100Mbps download) signed into iCloud and started restoring from the backup.

My previous iPhone had some issues with the Lightning port, so on July 30 I went to the Apple store, completed a full WhatsApp backup (more than 50GB) and iCloud backup (70GB) on the Apple WiFi and received a replacement phone.
